Clearance is properly used to refer to police action in evicting protesters from illegally occupied public spaces. During the Umbrella Movement, however, this term took on a new meaning: activists used it to refer to the alleged collusion between the Hong Kong Police Department, pro-establishment factions and triad members in their attempts to evict protesters from the Occupy sites.

While the Hong Kong Police Force had rehearsed how they would remove protesters during the Occupy Central movement, those strategies proved to be ineffective as the scale and scope of occupation greatly exceeded expectations, and Causeway Bay and Mong Kok became occupied as well. During the first month of the Umbrella Movement, the police – together with members of pro-China factions and alleged triad members – made several attempts to clear the Occupy sites by physically attacking protesters and destroying their barricades. While the police admitted that they were “clearing out obstacles,” they denied that they were engaging in clearance at those sites. Some believe that the police denied this allegation because they were concerned that that the term “clearance” would trigger a return of increased number of protesters in support of their fellow activists.

To stave off the police’s attempts at clearance, Umbrella activists argued that the Occupy Movement was politically motivated and therefore ought to be resolved politically and not through mere law enforcement. Some netizens, on the other hand, initiated the “Ultra-cooperative Movement” as a tactic against formal court injunctions.
