    2014年9月28日黃昏,防暴警察使用催淚彈及胡椒噴霧驅散示威者前,曾多次舉起一面雙面旗幟,一面為黑底白字寫有「警告催淚煙」,另一面為橙底黑字寫上「速離否則開槍」,部份旗幟以「速離否則開槍」一面朝向示威者,令在場記者及示威者以為警方打算開槍鎮壓示威。

    在9月30日的警方記者會上,香港警察公共關係科總警司許鎮德解釋指,「速離否則開槍」該面旗幟或因現場環境混亂而掉轉展示,強調當日無意使用槍械發射子彈;在10月15日立法會大會急切質詢環節,保安局局長黎棟國則指該雙面警告旗幟已沿用數十年,會檢討及考慮改善。

    然而博訊新聞網及《前哨》月刊事後分別引述消息人士指,警方當日確已部署荷槍實彈的防暴隊,有需要時會升級武力開槍鎮壓,但最後被國家主席習近平急電叫停。

    Early on during the protests, Hong Kong riot police deployed confusing double-sided banners with white-on-black “WARNING TEAR SMOKE” lettering in front. On the back was black-on-orange “DISPERSE OR WE FIRE” wording. During the evening of 28 September 2014, the “DISPERSE OR WE FIRE” side of some of these banners were spotted facing towards the crowd before riot police used tear gas and pepper spray to disperse protesters. This caused alarm to both on-site media and protesters as it seemed to imply police were prepared to open fire upon them in an attempt to suppress the protest.

    At a press conference on 30 September 2014, Chief Superintendent Steve Hui Chun-tak, representing of the public relations bureau of the Hong Kong Police, suggested that the side saying banners displaying “DISPERSE OR WE FIRE” could have been accidentally displayed owing to general chaos at the scene. He emphasised that there had been no intention to fire live rounds that day. On 15 October 2014, during a round of urgent questioning in a Legislative Council meeting, Secretary for Security Lai Tung-kwok then claimed that the double-sided warning banner in question had been in use for decades, and stated that he would consider improvement after review.

    Later, Boxun.com news network and Frontline monthly magazine separately cited sources that said armed riot police were readied that day and could have quelled the protest with live munition as part of a contingency to escalate use of force. However, Chinese President Xi Jin-ping was said to have made an urgent call to halt.
