    全名「中央人民政府駐香港特別行政區聯絡辦公室」,是中央政府駐香港的三個機構之一(另外兩個是「外交部駐港特派員公署」及「解放軍駐港部隊」)。現時的主任是張曉明。

    中聯辦前身是新華社香港分社。1997年前,新華社香港分社是中國駐港英的最高機構。它不僅是一家媒體,也負責政治任務。2000年,正式更名為「中聯辦」,負責管理中資機構、溝通內地與香港之間的看法及交流等。因為其總部在西環,媒體往往稱「中聯辦」為「西環」。

    部份意見認為,中聯辦近年介入香港事務的案例增多,例如在選舉時參與協調。這被稱為「西環治港」。

    The Liaison Office of the Central People’s Government in the Hong Kong Administrative Region is one of three organisations placed in Hong Kong by central government (the other two are the Office of the Ministry of Foreign Affairs’ Commissioner in Hong Kong and the People’s Liberation Army Hong Kong Garrison). The current director of the office is Zhang Xiaoming.

    The predecessor of the Liaison Office is the Xinhua News Agency Hong Kong Branch. Before 1997, the agency was China’s highest ranking organisation to have presence in Hong Kong. In addition to its media functions, it is conferred with other political assignments. Renamed in 2000, since when it assists in the management of state-owned enterprises and strengthen cooperation and understanding between the mainland and Hong Kong. Being located in Western district, the liaison office is often referred to in the media simply as “Western”.

    Some believe that Liaison Office intervention into Hong Kong affairs has been increasing in recent years, and this has been dubbed "Hong Kong ruled from Western", although this has been denied by the Hong Kong government.
