    2014年12月20日,警務處處長曾偉雄出席無綫電視節目《講清講楚》時,表示警方在佔領運動期間,在不同地區佈防,確保能保護市民和示威者的安全。曾偉雄以10月3日旺角的佔領/反佔領人士衝突為例,說當時警員組成人牆分隔兩派陣營,甚至有女警以身體阻擋反佔領人士的推撞,保護支持示威的學生離開現場,「就像一個慈母保護她的兒女一樣」,令他非常感動。

    節目出街後不久,旺角火車橋便出現了一張寫著「慈母?持武。」的橙色橫額,諷刺曾偉雄的「慈母」比喻。民主黨黃碧雲亦在Facebook留言道﹕「慈母手中棍!?」

    On 20 December 2014, Commissioner of Police Andy Tsang Wai-hung appeared on a guest segment during TVB’s On The Record and stated that during the Occupy protests, police staged themselves at different areas to make sure that they could safeguard the wellbeing of citizens and protesters.

    As an example, he cited the clashes in Mongkok between protesters and counter-protesters on 3 October 2014, during which officers present formed a human chain to separate the opposing factions. Tsang said that at one point, a female officer placed herself bodily in front of the shoving crowd of anti-Occupy protesters to protect protesting students, allowing them to be escorted safely away “just as a loving mother in protection of her very own children would”, and said that he was deeply moved by the act.

    Not long after the broadcast, a bright orange banner appeared on a railway bridge in Mong Kok with two pairs of Chinese words “Loving mother? Bearing arms” (both are homonymous) mocking Tsang’s use of the expression. Helena Wong Pik-wan of the Democratic Party and member of the Legislative Council made a post on her Facebook page that said “Truncheon that is held in the loving mother’s hand!?” (altered from “Thread that is held in the loving mother’s hand”, the first line to a well-known Tang Dynasty poem).
