    指身處正規社會體制之外的秘密或地下社團。

    近年,存在著「黑社會治港」的說法。部份意見認為,香港官方跟地下社團合作或作利益交換,讓黑社會替官方處理官方不便親自處理的問題。認同這說法的人,一般舉出兩個例子:一,1993年,當時的公安部長陶駟駒曾對香港媒體說「黑社會也有愛國的」,被視為中國政府拉攏香港黑幫、以確保香港社會穩定而說的話;二,2012年,有媒體報導「流浮山小桃園飯局」,出席者包括特首候選人梁振英和部份黑幫人士。

    在雨傘運動中,部份疑似黑幫人士衝擊旺角佔領區,「黑社會治港」再次成為關鍵詞。部份運動參與者認為,黑幫曾協助警方清場、且得到警方保護及開路。為此,部份網民作了些二次創作,例如運用以黑幫為主題的香港電影的海報,改圖換上香港官員的樣子,以作諷刺,表達對「黑社會治港」的不滿。

    Triads refer to branches of underground criminal organizations; they are classified as “unlawful organizations” by the Hong Kong Societies Ordinance, Article 151, Clause 18.

    The expression “triads are ruling Hong Kong” has become popular in recent years: Hong Kong and Chinese government officials have allegedly been collaborating with underground criminal organizations to work behind the scenes where it is inconvenient for government to be seen to act. In particular, some believe that the government delegate what would otherwise be considered “dirty business” to triads. There are two main facts that are cited to support this belief: Firstly, that in 1993, Tao Siju, Minister of Public Security of China, said that “There are patriots even within triads.” This statement, many believe, betrays the Chinese government’s intention to recruit Hong Kong triads to assist maintaining societal stability. Secondly, in 2012, the Hong Kong news media exposed a campaign dinner gathering attended by then-Chief Executive candidate CY Leung which was attended also by individuals with a triad background.

    During the Umbrella Movement, the Mong Kong occupy site was constantly under the siege of violent individuals who were alleged triad members. As a result, the expression “triads are ruling Hong Kong” enjoyed resurgence. Some Umbrella activists believe that triads had provided assistance to the Hong Kong police force to dispel protesters; in exchange, these triads were granted protection from the police department. Based on these allegations, Hong Kong netizens have redesigned the promotional posters of several gangster films, where the actors' faces have been replaced by likenesses of Hong Kong government officials.
