    由佔領人士發起的另一種不合作運動,在不違反法例的前提下,透過嚴格根據程序及條例規範,為政府及前線執法者製造大量工作,以拖延效率甚至癱瘓運作。

    在雨傘運動中,對超合作運動較具體的討論首見於旺角佔領區清場前夕。有佔領人士提出在法庭執達吏執行及傳達臨時禁制令時,佔領人士可要求執達吏詳細紀錄所屬物品的細節以供辨識,證明在充公保存期間未被破壞,亦有權用整天時間描述自己的財產,即使是一枝清水亦可,令臨時禁制令無法在預期時間內完成。

    此外,亦有網民發起針對警方的超合作運動,包括號召在街上撿拾任何有價值的物品交往警署報失、頻密致電警署舉報違例泊車以至行人不遵守交通規則等,表達不滿警方驅散示威者時使用過度武力。

    事實上,超合作運動亦常見於交通運輸行業工會的工業行動,例如巴士司機工會發起的按章工作,便嚴格按照公司指引執勤,將巴士對準巴士站才上落客、待所有乘客安坐才開車、行車時緊靠慢線不超越其他車輛等,減低巴士公司營運效率迫使資方回應訴求。

    The Ultra-cooperative Movement was a foot-dragging tactic initiated by protesters: following strict procedures and guidelines--and without violating any law--this tactic creates additional work for the government and law enforcement officers, thus lowering their efficiency and posing the threat of paralyzing their operation.

    Discussions surrounding the Ultra-cooperative Movement came the night before the Mong Kong site was to be cleared. Some occupiers alerted others that they had the legal right to require the bailiffs to record all the objects in detail in order to ensure that they remained intact during the confiscation process. In addition, the protesters stated that they also had the right to spend a great deal of time--all day, if necessary--describing their possessions in great details. By doing so, the bailiffs could not complete the court injunction in their intended time frame.

    In addition, netizens had also deployed the Ultra-cooperative Movement against the Hong Kong police to express their anger towards their excessive use of force. Netizens encouraged people to take whatever objects they found on the street and report them to the police, or call the police station frequently to report minor traffic and parking violations.

    Ultra-cooperative Movements as a political tactic, in fact, is not news--unions in the transportation industry have historically been deploying it. For example, the bus driver union has periodically announced that bus drivers would follow the company protocol in the strictest sense: only letting passengers get in and out right at the stop, not driving until all the passengers are seated, only driving in the slow lane, etc. These tactics severely lower the efficiency of the bus company, forcing it to make compromises with the bus drivers.
